LETTER FROM MRS

. VIRGINIA MARTINEZ DEL VALLE DE PHILIPPEAUX

A MEMBERS

Dear: I forwarded the letter to Ms. Virginia sent to the House of Representatives on the occasion of fisheries agreements with China.

Mar del Plata, November 23, 2010

Messrs Deputies of the Chamber of Deputies of Argentina:

S / D

De

our consideration:

The January 21, 2010 was published in the Official Gazette the Resolution No. 5 / 2010 signed by the Minister of Agriculture, Livestock and Fisheries Mr. Julian Dominguez authorizing the Secretary of Fisheries Mr. Norberto Yahuar to sign a "Agreement on Fisheries Cooperation" between China and Argentina. "

This resolution has been signed by invoking the " principle of equal and mutual benefits, in the interests of both sides in economic development and fishery " . This is an agreement that has been developed since 2009.

The purpose of the Agreement would be Chinese fishing vessels that are hundreds of vessels fishing for squid jiggers at Mile 201, to refuel, be repaired and download in Argentine ports. This greatly shorten their fishing times and costs, because so far they do in Uruguay, in the port of Montevideo. Ports were originally using the Comodoro Rivadavia and Puerto Madryn and have now added the Mar del Plata.

In return, the Chinese government retribuiría us with tariff reductions for products that would go to market Argentine Chinese. What is promised with this Agreement would be: these alleged future tariff reductions and the possible reactivation of Patagonian ports, many of which are virtually inactive.

Another great interest in this Agreement is businessman Horacio naval Tettamanti, owner of SPI Shipyard (Integrated Port Services) in Mar del Plata and other shipyards in Buenos Aires , Campana and Necochea.

operational policy and delivery of our Fisheries has long history, as long as the struggle of popular sectors and national against him that my husband was actively involved, Lt.. COL. Dn. Adolfo C. Philippeaux.

In 1986, during the administration of Dr. Alfonsin, was signing the "Framework Agreement" fishing with the USSR and Bulgaria, with the absolute majority opposition marplatense people, who starred against it the large active strike called by the CGT and the numerous grassroots October 13, 1986.

Despite this opposition, the Agreement was finally approved in Congress at the meeting of December 23 of that year, being the member reporting the same for Sen. Catamarca, Dr. Leonidas Saadi.

This Agreement gave legal patent to the input of dozens of Russian and Bulgarian ships in our territorial waters, starting large-scale predation mainly Hake, our main fishery product exports. This introduction of foreign fleets in our waters, also allowed to collect any data on our land, coasts and territorial sea, affecting our national sovereignty.

By accessing Dr. Menem government in 1989, and such was the prestige of the Framework Agreement and as big rejection that led, eventually were not renewed. But as noted by former Undersecretary of Fisheries, Dr. César Lerena Nation "Capital" of 11/02/2010: "Despite that led to overfishing, the Argentine government denounced on timely manner, headed off the national fishing predation, then forcing the implementation of closures, unemployment and consequent biological rest "

quickly, the EEC (European Economic Community , now European Union) offered "to develop our potential fishing." So in 1991 he signed the "Fisheries Agreement with the EEC", which the then Secretary of Agriculture, Livestock and Fisheries Dr. Felipe Solá was one of his main drivers.

This agreement allowed the entry of dozens of factory freezer vessels and our waters. Most of these freezers were English predatory activity that had been driven from most of the world's fisheries as Canada, Morocco and others.

The great struggles and popular sailor in 1999 and 2000, generated by the collapse of fisheries to put us that policy, Dr. Menem forced the president to sign the Law Fishing Emergency ", which forced Freezers to fish below the latitude 48 degrees to the latitude of Puerto Deseado. Although large companies Freezers, legal recourse or direct illegally raped repeatedly, the Emergency Law allowed, to some extent, recover our fishery.

is clearly a global economic crisis that drives the great powers to try to usufruct the resources of countries like ours. In this context, this agreement would aim to provide legal participation of fishing operations to capital and Chinese government calling an egalitarian relationship ever possible from a great imperial power and a nation like ours, fighting for independence difinitiva second and next to its sister nations in Latin America.

Mr. Norberto Yahuar Undersecretary of Fisheries stated that "Chinese vessels fishing in Falkland not be part of this Agreement . Let us question the practicality of this statement since our state of helplessness prevents any possibility of checking whether he was a Chinese fishing or not fishing in the Falklands. So fishing in the Falklands have fished with permits issued by the United Kingdom of Great Britain and Northern Ireland, may enter our ports. This adds to the delicate situation that our nation suffers by the British colonial occupation of our Malvinas Islands and southern islands, Britain hopes to settle more than five million square kilometers of our territory in the Southwest Atlantic, under the umbrella of the Union EU, NATO and U.S. strategic alliance

This Agreement would be the true prelude to the entry of Chinese fish and prey fish in our territorial waters legally. As also noted Dr. César Lerena: "There is no" common interest "in this Agreement which is not validated china fishing in the South Atlantic Argentina, transhipment at sea and destroying a resource that is a third generation right. " He adds: "The pretext of preventing these Chinese fishing vessels licensed English is as childish as it was in 1986, to prevent Soviet and Bulgarian fishing in the Falklands exclusion zone, which resulted in predators "Framework Agreements".

Particularly in Mar del Plata, other sectors argue "that this agreement would bring a greater volume of work and employment of manpower." But by their nature open predatory, this agreement would be a real "bread for today, hunger for tomorrow", as overloading the already precarious situation of our action in the short term would harm the whole industry linked to fishing.

Some officials argue that the agreement will establish "shipping lanes" mandatory for those hundreds of ships calling at the ports, which presumably would control not fishing. But our experience demonstrates the ease with which they violate those controls, fishing in closed areas, satellite mock controls are Alijan loads at sea, etc., Etc.

That's why we went to Mr. Deputies and all women and men of good will, to ask them to take the necessary measures in defense of our fishing resources and our national sovereignty. ON THE BICENTENNIAL OF OUR GLORIOUS REVOLUTION MAY NEED MORE THAN EVER IS THE GREATEST OF ALL SECTORS UNIT popular, patriotic and democratic, LABOUR AND PRODUCTION, without distinction of race, factions POLITICAL, SOCIAL SECTORS TO FIGHT TO GET THE REPEAL OF THIS AGREEMENT ON FISHERIES China-Argentina.

As the GRAL. Manuel Belgrano: "NI NI OLD LOVE NEW LOVE. NO LOVE!" AND ORDER OUR NATIONAL INDEPENDENCE ACT OF JULY 9, 1816 BY A COUNTRY FREE OF ALL FOREIGN DOMAIN.
